The council meeting of the Language Big Data Alliance (LBDA) was held in Beijing on January 3, 2020. More than 20 representatives from members of the LBDA's governing council were invited to attend. Huang Youyi, LBDA co-chairman, former deputy director of the China Foreign Languages Publishing Administration (CFLPA) and director of the China National Committee for Translation & Interpretation Education; and Huang Song, LBDA co-chairman, general manager of China Translation Corporation (CTC) and chairman of GTCOM, gave speeches at the meeting. Eric Yu, the LBDA secretary-general and CEO of GTCOM, gave a report on the "work summary in the past four years and the 2020 work plan." Ping Hong, the LBDA's deputy secretary-general, presided over the gathering.

Huang Youyi pointed out in his speech that the LBDA is committed to opening a window for member colleges and universities and providing a wider stage to everyone. After a few years of development, member colleges and universities have attempted horizontal cooperation in new fields. Particularly, the LBDA enables teachers in varied colleges and universities to know each other and thereby attain deeper understanding and communication. In a broad sense, multiple members have cooperated with each other in major projects, addressed key issues and served local economic and cultural construction. He suggested that the LBDA should enhance campus-enterprise cooperation, motivate more people on campus via different types of lecture tours and gain a deeper insight into the needs and pain points of colleges and universities. In terms of this year's council re-election, Huang Youyi suggested that the body should expand the coverage of colleges and universities, use core colleges and universities in provinces and regions to stimulate cooperation among regional colleges and universities, and promote progress throughout the translation industry.
Huang Song said he cherished the time spent with all the colleagues in the LBDA. He thanked everyone for their support and understanding. He expressed the hope that we should continue to work earnestly and strive to promote the quality development of the LBDA and the language service industry. At the meeting, he read the resolutions of the LBDA council: First, the 2020 LBDA's annual meeting would be held at Jilin International Studies University. Second, the LBDA would expand the scope of membership and add members from the fields such as translation, publishing and media. The Secretariat should arrange the expansion of the scope of membership. The specific list would be approved by the next council meeting. Third, in 2020 the LBDA should exert more effort on the lecture tour in colleges and universities, strengthen university-enterprise cooperation and raise the influence of the LBDA.

From 2016 to 2020, the LBDA has ushered in the fifth year after establishment. By 2019, the number of members reached 260, including 220 domestic members and 40 international members. Mr. Yu reviewed the history and glorious moments of the LBDA and gave a detailed report on the work in 2019 and the work plan for 2020.
Mr. Yu held that, in 2019, the LBDA approved the membership of 64 domestic and international organizations and held the fourth LBDA annual meeting on the theme of "Future • Infinity." It created many classic cases of resource sharing in the LBDA for the big data labs in different industries, such as the "Chinese-Portuguese-English Voice Recognition Simultaneous Interpretation System" jointly introduced by GTCOM and Macao Polytechnic Institute and the "Geoscience Big Data Laboratory" jointly launched by GTCOM and China University of Geosciences. The internship projects in the LBDA benefited more than 3,000 people, involving multiple languages such as English, Russian and French while covering more than 100 colleges and universities. The word count of translation via the translation platform was 150 million. Additionally, LBDA members participated in several international activities and cooperated with multiple international colleges, universities and institutions, such as Stanford University, Pace University and Bloomberg News, in media, finance and data. Mr. Yu said, "In 2020 we should see the big picture, while paying attention to details. We should work conscientiously to leave a fortune to the next session of the council and secretariat."
Besides, Mr. Yu shared his opinions on artificial intelligence (AI) and big data that have drawn wide attention. He introduced the exploration of cutting-edge technologies, such as GTCOM's machine translation, big data and knowledge graph, in the fields of language service, finance and technology. He said that GTCOM, as the initiator of the LBDA and the Secretariat, is willing to consolidate the cooperation among members, give full play to their advantages, tap the huge resources and energy in the fields of language and big data, and facilitate the quality development of the industry.

Representatives from members across the country listened to and reviewed work reports, decided to hold the 2020 LBDA Annual Meeting at Jilin International Studies University, discussed the addition of members from translation, publishing and media, and talked about the arrangement of 2020 LBDA training lecture tour.
Thus, the council meeting was completed, with a summary of the work completed during the past few years and new objectives and new directions proposed for the development in the new year. Along with the advance of information technologies, such as big data and AI, the language translation service industry has ushered in new changes and challenges. As a global, multidisciplinary and multilingual scientific research and application alliance based on the platform for the openness and sharing of big-data resources, the LBDA will play a vital role in pushing language colleges and universities and enterprises to embrace new technologies while empowering the transformation, upgrading and quality development of the industry.
